Not a dress watch by category, but at 9.5 mm and 38 mm with no date it works under a jacket better than most watches that are.
Ranked on case height first, then on dial execution. Anything over 12 mm was excluded regardless of how well it reads — a watch that will not fit under a shirt sleeve is not a dress watch.

Under about 11 mm slides under any shirt cuff. Between 11 and 12 mm works with most. Above 12 mm the watch will catch, whatever the dial looks like.
Traditionally no, because it breaks the symmetry of the dial. In practice most affordable dress watches have one, and a colour-matched date wheel makes it far less intrusive.
