By published specification, Orient's F6922 at -15/+25 seconds per day is the tightest. Miyota's 8210 is rated -20/+40 and Seiko's 4R36 at -35/+45.
The seconds hand stops when the crown is pulled out, so the watch can be set to an exact second. Movements that do not hack cannot be synchronised precisely.
